MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON 10th JANUARY 2019 AT CLLR GRANTHAM’S OFFICE AT 7PM.
Present: PC Simon Grantham (Chair), PC Graham Black, PC Jackie Morris, PC Richard Scarborough, PC Sarah Lawrence, PC Jonathan Pearson.
Also present: David Weston, Tracy Martin (Clerk).
1. Public Forum.
1.1 None.
2. Apologies for Absence.
2.1 PC Gillian Flatters, DC Gill Ogden
3. Notes of the last meeting held on 18th October 2018 to be approved as minutes.
3.1 It was resolved to accept the minutes. The minutes of the last meeting were confirmed and signed.
4. Discussion of proposed planning application at rear of Weston House.
4.1 After hearing the above proposal it was decided the Parish Council would not support the application.
5. To discuss Precept 2019/20
5.1 It was decided not to increase the amount from the last three years but to keep it at £6784.00 for the next financial year.
6. Public footpath (2).
6.1 An email is to be sent to NKDC regarding the public footpath not being clearly marked across a horse grazing paddock towards Gravel Hill Drove.
7. Playing Field for storage.
7.1 An email was received from NKDC regarding the use of part of the playing field as a building material storage area for work that could be carried out to a property in Castleview. A meeting was held between Cllr. Grantham, Cllr Lawrence and John Cole from NKDC.
8. Register of Electors 2019/20.
8.1 An updated list of electors was distributed to each Councillor.
9. New Clerk
9.1 The position of Parish Clerk is to be advertised.
10. Financial Matters - Financial report and accounts for payments.
10.1 A VAT refund was received for £408.25 from HMRC via BACS.

12. Planning Applications –
12.1 A decision was received regarding the planning application at 11 High Street. It was granted.
12.2 A decision was received regarding the planning application at 35 High Street. It was granted.

13.2 LALC – Newsletter December 2018.
13.3 NKDC – Street naming, land at Dene Lane.
13.4 LCC Rob Kendrick – Monthly update/January 2019.

13.6 NKDC – Precept forms 2019/20.
13.7 NKDC John Cole – Potential extension to Castleview and playing field.
14. Any other business to be discussed-
14.1 PCSO Nic Woolerton to be contacted to ask if the High Street could be monitored regarding cars travelling above the 30mph speed limit.
14.2 Highways to be contacted to ask for H road marking to be installed in Eastview on the other side of the playing field footpath railings.
14.3 Large pothole verge side, opposite No. 11 High Street. Highways to be informed.
15. Date of next meeting.
The date of the next Walcott Parish Council Parish meeting will be held Thursday 14th March 2019 at 7pm at Councillor Grantham’s office.
