MINUTES OF THE ANNUAL PARISH COUNCIL MEETING HELD ON 20th MAY 2021 AT 7PM AT CLLR GRANTHAMS OFFICE.
Present: PC Simon Grantham (Chair), PC Jonathan Pearson, PC Sarah Lawrence, PC Richard Scarborough, PC Jackie Morris
Also present: Tracy Martin (Clerk).
1. Public Forum.
1.1 No request from public. None present.
2. Apologies for Absence.
2.1 CC R. Kendrick, DC G. Ogden, PC G. Black.
3. Election of Chair and Vice Chair.
3.1 Simon Grantham was nominated for Chair and seconded by Johnathan Pearson. Richard Scarborough was nominated for Vice Chair and seconded by Jackie Morris and Sarah Lawrence was nominated for Deputy Vice Chair and seconded by Simon Grantham.
4. Notes of the last meeting held on 25th March 2021 to be approved as minutes.
4.1 The minutes of the last meeting were confirmed and signed.
5. War Memorial.
5.1 A quote has been received for the cleaning and the re enamelling of the inscriptions. The Clerk to apply to War Memorials Online for a grant for the work to be done.
6. Speed signs.
6.1 Camera speed signs are to be added in the village. The Clerk to sort.
7. Potholes.
7.1 The lay by heading towards Thorpe Tilney has large potholes and a drop off the road onto it. The Clerk to contact highways about it.
8. Grass Cutting in churchyard.
8.1 A quote is to be sought from Reaper Grass Cutting Services to cut the graveyard.
9. Planning Applications.
9.1 Erection of general purpose agricultural building at Walcott Farm, Digby Road, Walcott. (circ. 14.4).
10. Financial Update.
10.1 Parish Council Insurance renewal due at £493.67 for 2021/22.
10.2 Annual Governance Statement and Accountability Return 2020/21 to be approved.
10.3 Certificate of Excemption Part 2. To be approved and signed and minuted.
10.4 Annual Governance Statement approval – Section 1. To be signed and minuted.
10.5 Accounting Statements approval – Section 2. To be signed and minuted.

12.1. The shelter in the playing field needs to be turned around. Cllr. Lawrence organising.
12.2 Kirness Drove off Digby Road surface needs attention. The Clerk to contact Highways.
12.3 The flashing speed signs need to be cleaned on The High Street. The Clerk to sort.
13. Date of next meeting.
The date of the next Parish Council Meeting is to be held on Thursday 15th July at 7pm at Cllr Grantham’s office.
