MINUTES OF WALCOTT ANNUAL PARISH MEETING HELD ON 16th MAY 2023 AT WALCOTT VILLAGE HALL.
Present: PC Simon Grantham (Chair), PC Richard Scarborough (Vice Chair), PC Sarah Lawrence, PC Jackie Morris, PC Jonathan Pearson, PC Becky Shaw.
Also present: CC Rob Kendrick, DC Sarah Lawrence, Peter Martin (Churchwarden), T. Martin (Clerk) and three members of the public.
1. Apologies for Absence.
1.1 Mr Sewell (Headmaster Walcott Primary School) and Darren Brewin (Village Hall Committee.
2. Notes of the Annual Parish Meeting (APM) held on 19th May 2022.
2.1 The notes were agreed and signed off as minutes.
3. Any matters arising from the above.
3.1 There were no matters arising.
4. Chairman’s report
Simon Grantham, Chair of the Parish Council read a report. There has been building going on at the north end of the village and more to come. The PC have provided additional play equipment at the playing field. The money donated to the Village Hall Committee for the Kings Coronation celebrations was well spent. Our Pinfold has been included in the book of Lincolnshire Pinfolds. News of an AD plant at Martin Moor and its affect to the area has been discussed but even worse the news of a scoping request for an AD plant at Walcott Farm has been received with a 92 page report with it.
5.Walcott Village Hall report.
There was no report received from the Village Hall.
6. Walcott School report.
There was no report received from the school.
7. County Councillors report.
The County Councillor read an overview for 2022/23. Increased costs and demands have been seen but services will still be delivered as planned. Ten children’s centres are being set up by the council. LCC continue to ensure that our fire fighters have the facilities and equipment they need and the Waddington Training Centre continues to be well used. Highways received 47,064 reports of faults from the public. Well over 90% of these repairs being issued were repaired using the saw, cut and overband permanent solution for road repairs. Cllr Kendrick reported that he has attended a number of meetings about the Springwell Solar Farm and the two proposed AD Plants, one in Martin Moor and the other in Walcott. He shares the residents concerns regarding all the proposed schemes.
8. District Councillor report.
DC Sarah Lawrence read her report. Local businesses and the High Street have been supported with grants. Direct support has been given to over 600 households. The waterwheel at Cogglesford Mill has been repaired to secure its future for generations to enjoy. The river light festival has been a huge success and very popular and it is hoped to run this annually. North Kesteven continue to work with the police to cut down on anti- social behaviour. Again, NK is in the top quarter of the country to live, work and play.
9. Walcott Church report.
Peter Martin read a report for the church. All change at the church. The vicar has moved on but a retired vicar is filling in as well as the curate Helen on a temporary basis. Services will carry on once a month as well as weddings, christenings etc. Coffee mornings, Holy Communion, and the village lunch at the village hall and the community walk are well attended and will continue. Grass cutting and maintenance has fallen to Peter again and any financial help from the Parish Council is always gratefully received. The Church PCC will not stop functioning and will do their upmost to make sure Walcott Church thrives. The Parish Council is asked to consider if two dog poo bins at either end of the village could be requested?
10.Walcott Community Speed Watch Report.
A report was read out on behalf of the CSW team. Fourteen people have been trained in undertaking the speed checks and one team of three are actively engaged in undertaking the speed watch while seven are waiting for indemnity forms to be approved. Good coverage for the checks to continue is anticipated. Vehicles details are recorded if their speed is 35mph and above. A great many more vehicles are travelling in excess of 30mph. The sessions last 1 hour and take place from 7/8am, 4/5pm and 5/6pm weekdays. Weekend checks will be undertaken once more teams are approved.
